Projects reflecting this expertise follow. • Stormwater (NPDES) Permitting, Orange County Navigation and Port District, Orange, Texas. Performed Engineering services for compliance with EPA regulations involving transferal from Baseline Permit to Multi-Sector General Permit (MSGP). Scope of services included: review and update of Stormwater Pollution Prevention Plan (SW3P); review and update of Best Management Practices (BMP's); site inspections to include stormwater monitoring; preparation of Quarterly Reports to Owner; and, preparation of Discharge Monitoring Reports (DMR's) to EPA. • City of Orange, Texas Annexations. Served as Project Manager to assist the City with the standardization of engineering contracts, plans, specifications and bid requirements for public infrastructure projects serving the newly annexed areas into the City beginning in 2005. • Atlantic Canal Extension to Serve BASF/FINA Petrochemicals, Port Arthur, Texas for the Lower Neches Valley Authority. Project Engineer for the preparation of Plans, Specifications, and Bid Documents for dual 60-inch diameter piping to deliver fresh water from LNVA to the FINA/BASF Hydrocracker unit. Project scope included: detailed topographic survey in vicinity of pipelines and rail facilities; preparation of easement descriptions; preparation of Railroad permits; and, negotiation with Railroad for open cut construction method. • Heritage Oaks Townhome Subdivision, Port Neches, Texas. Design Engineer for the creation of water, sanitary sewer, paving and drainage facilities to serve a new 3.975 acre townhome subdivision in Port Neches, Texas. Scope of responsibilities included the preparation of preliminary and final subdivision plat for the 32-lot development, preparation of detailed Plans, Contract Documents and technical Specifications, and coordination for all reviews by agencies having jurisdiction. • Chelsea Apartments, Beaumont, Texas. Project Engineer for the design of a sanitary sewer system to serve a 112-unit apartment complex located in Beaumont, Texas. Scope of responsibility included coordination of design and utility issues with project Architect and Developer, and liaison with the City during the permitting process. • Farnham Apartments, Port Arthur, Texas. Performed a value engineering review of the design of a 144-unit apartment complex located in Port Arthur, Texas. Provided detailed analysis, including recommendations for the site grading and drainage design. • Rail Improvement Project for Orange County Navigation and Port District, and Sanitary Sewer Line Replacement Project for the City of Groves. Provided periodic review of quality and progress of construction. Prepared construction documentation for progress payments to Contractors. • Concourse Improvements, Sea-Tac Airport, Seattle, Washington. Served as Assistant Project Superintendent for the expansion of, and improvements to, Sea-Tac Airport. Scope of responsibility included supervision of seismic upgrades of existing structures, as well as the installation of new structural steel and concrete for the project. • City of Houston, Houston, Texas. As an Intern in traffic management and maintenance, Mr. Wilson worked at various locations within the City in the design and construction of intersections and traffic signals.
