Arceneaux & Gates Consulting  Engineers, Inc. is a Texas-based multidisciplined civil engineering firm located in Port Arthur, Texas .  Since 1988, the firm has provided engineering study, consulting, planning, design, surveying, and construction management services to governmental agencies, industrial corporations, municipalities and private concerns in Southeast Texas and Southwest Louisiana. It is the philosophy of Arceneaux & Gates that quality is always the result of intelligent direction, skilled execution, and a continuing commitment to excellence.  During the planning and execution of our project assignment, our staff of specialists is supported by state-of-the-art computer, automated plotting and field equipment.

 

Project Team

 

The project team realizes that effective management and clear lines of communication are fundamental to any successful endeavor.  The management framework must ensure that the Client is fully informed and involved in all key decisions.  Also, the management structure must consider quality control in all elements of a project assignment.

 

ARCENEAUX & GATES utilizes a strong project manager approach on all assignments.  The project manager is responsible for directing the project through its various phases of completion via timely communication with Client representatives and team members.  Specifically, the project manager provides technical supervision, assures project planning is accomplished, establishes internal team assignments, and provides day-to-day direction and control of the team.  When we are chosen as the engineering firm of record for project assignments, our Clients can be assured that all planning, design, and construction phase engineering services will be closely coordinated to ensure the design effort meets the Client's objectives, as well as all regulatory requirements.

 

As the firm's Principal Engineer, RON ARCENEAUX, P.E., P.L.S. is active in all phases of our project work to ensure that the goals of the project are met with timely actions based on sound engineering principles. He has 24 years experience in the administration of privately funded projects, and public works projects funded by State and Federal agencies.  Mr. Arceneaux has participated as project engineer or project manager for projects funded by the Federal Highway Administration (FHWA), Texas Department of Transportation (TxDOT), the Economic Development Administration (EDA), the Texas Department of Housing and Community Affairs (TDHCA), the Community Development Block Grant Program, EPA Construction Grants Program, the Coastal Energy Impact Program, Federal Highway Administration, the Texas General Land Office, and similar State and Federal Agencies.  Because of the variety and depth of Mr. Arceneaux's expertise, he is fully aware of, and understands the need for, careful project planning and coordination to efficiently address the concerns of all involved.

 

JOE M. WILSON, JR., P.E. has a wide range of design and construction management experience which enables him to effectively assist the design team with constructability reviews, as well as to participate in the preparation of projected construction cost estimates during the initial planning and “design development” stages.

 

As the firm's Survey Coordinator, JOHN R. HODGES, R.P.L.S. directs the data collection phase of our project assignments, thus providing the basis for much of the plan preparation.  Mr. Hodges has an extensive background in topographic surveys, hydrographic surveys, construction control surveys, and boundary surveys in the Southeast Texas area.  Under his direction, our survey crews use modern electronic data collection units to transfer data directly to in-house computers for processing with a variety of software applications, including:   surveying;  terrain modeling;  bathymetric modeling;  and, creation of construction drawings.  Mr. Hodges’ current experience in GPS mapping also benefits the project team when a control network has been established, since the use of this equipment is most economical for data gathering.  Mr. Hodges' commitment to quality, accuracy, and timeliness assists the project team in moving our projects forward on schedule.

Project Continuity

 

It is the firm's depth of experience and creative vision which afford us the ability to provide our projects with a continuity other firms don’t always offer. An example of this continuity is demonstrated in the firm's service to PARK CENTRAL MUNICIPAL UTILITY DISTRICT.  Since 1979, the firm's principal has served as District Engineer, overseeing a $15.5 million bond issue for the construction of public utilities and drainage.  Close management of the District's resources has led to the successful development of a 2,000 acre master planned community.  In summary, ARCENEAUX & GATES has the staff, resources, and depth of experience necessary to complete project assignments timely, efficiently, within budget, and always with a continuing commitment to excellence.  The firm's extensive experience in the management of public works projects, whether self-funded, funded by bond issues, or by State or Federal grants, will ensure that planning, design, bidding and contracting procedures follow all applicable regulations.
